Hi, The perking enforcement officer walked down the row ticketing other cars, then when walking back up stopped and told me that since he had seen me 5 minutes earlier in the same spot, that I had to either pay for parking or he would write me a ticket. My understanding of this situation was that when the driver is sitting in the car, it is considered "standing" not parking, and that you couldn't get a parking ticket. Does anyone know the official rules on this? Please help. Thanks! I didn't find the right solution from the Internet.
